Legion of Doom core: Lex Luthor, Joker, Harley Quinn, Captain Cold, Reverse-Flash, Sinestro, Cheetah, Black Manta, Solomon Grundy, Killer Frost, Gorilla Grodd.

Batman rogues: Joker, Riddler, Penguin, Two-Face, Mr. Freeze, Bane, Scarecrow, Clayface, Mad Hatter, Killer Croc, Catwoman, Talia al Ghul, Deadshot, Deathstroke.

Other rogues: Brainiac, Bizarro, Darkseid, Steppenwolf, Granny Goodness, Kanto, Mongul, Black Adam, Sinestro Corps members.

Heroes: Justice League members appear later in story. The roster swells with DLC characters (Aquaman Movie, DC Super Heroes High School, Shazam!, etc.).

Most characters require Character Tokens hidden in levels; some via cheat codes.
